U.S.-Nigeria Tech Dialogue: Minister Tijani, Senator Salisu, and Others Secure $2M Fiber Optic Grant

The inaugural U.S.-Nigeria Strategic Technology Dialogue took place in Washington, DC, on January 10, 2025, showcasing a significant collaboration between the governments of Nigeria and the United States. Co-led by U.S. Deputy Secretary Kurt Campbell and Nigeria’s Minister of Communications, Innovation, and Digital Economy, Dr. Bosun Tijani, the dialogue aimed to strengthen ties in critical technology sectors and promote innovation-driven economic growth.

Among the key participants was Senator Salisu Shuaib Afolabi, Chairman of the Senate Committee on ICT and Cybersecurity, who highlighted Nigeria’s potential as a tech leader in Africa. Alongside Dr. Tijani, Hon. Adedeji Odidi-Omo, Chairman of the House Committee on Digital Economy and ICT, Ambassador Samson Itegboje, Bunmi Ajala, PhD, Victoria Fabunmi of NITDA, and other delegates, Senator Salisu emphasized the importance of fostering partnerships to advance Nigeria’s digital transformation agenda.

Key Discussions and Outcomes

The dialogue addressed vital issues, including:

• Enhancing the resilience and security of essential services.

• Promoting digital trade, e-commerce, and innovation-driven growth.

• Developing a tech-skilled workforce for the digital era.

• Expanding partnerships in artificial intelligence (AI), space technology, and digital governance.

• Promoting digital rights and information integrity.

Signing of a $2 Million Broadband Study Grant

One of the event’s major achievements was the signing of a $2,095,000 grant by the U.S. Trade and Development Agency (USTDA). This grant will fund the assessment of deploying 90,000 kilometers of fiber optic backbone infrastructure across Nigeria.

The project aligns with Nigeria’s National Broadband Plan 2020-2025, aiming to increase broadband penetration from 42.27% to 70% and provide 90% of the population with affordable, reliable internet access.

 

Senator Salisu and Dr. Tijani’s Advocacy for Digital Growth

Speaking on Nigeria’s digital future, Dr. Bosun Tijani stressed, “This collaboration highlights Nigeria’s commitment to digital transformation and the immense potential of our young, tech-savvy population.” Senator Salisu echoed this sentiment, noting that “Nigeria’s position as Africa’s largest tech talent hub offers unmatched opportunities for innovation and economic growth.”

 

Public-Private Partnerships in Focus

The dialogue included a roundtable hosted by the U.S. Chamber of Commerce with representatives from over 25 U.S. and Nigerian companies. Panels explored public-private investments in innovation, digital talent development, and the role of infrastructure in advancing AI and emerging technologies.

 

Further Collaboration in AI and Biotechnology

In line with the dialogue, both nations agreed to a virtual expert exchange on AI-enabled biotechnology. The discussion will explore how AI and biotech can address global challenges in health, food security, and science, with a focus on Sub-Saharan Africa.

Senator Salisu, alongside Dr. Tijani and other Nigerian delegates, demonstrated the country’s commitment to fostering partnerships that will transform Nigeria into a global leader in technology and innovation.
